Bill Lovell is an accomplished federal healthcare executive and financial manager with more than 30 years of experience in the federal health sector. His specific areas of expertise include strategic planning, business line management, federal Program Management, federal Financial Management, business process re-engineering, business enterprise architecture, health information technology operations, and health system performance monitoring and reporting.
Prior to his current role as General Manager leading TeleTracking Government Services, he lead the Health Business Group at Perspecta, LLC. Assignments prior to that include; VP, military health and veteran affairs at GDIT; Managing Director for Health IT at PricewaterhouseCoopers, LLP; Director of the Clinical Information Systems Division at Northrop Grumman Information Systems; and Senior Principal at IMS Government Solutions (a wholly-owned subsidiary of IMS Health). He has also held responsible leadership positions within government, to include leadership roles in the Nuclear Regulatory Commission (NRC), the Office of the Undersecretary of Defense (Comptroller) and the Office of the Army Surgeon General.
Bill has led significant clinical process improvement, business process improvement and IM/IT development initiatives at the health facility, health system and federal health sector level. Among Bill’s significant accomplishments are leadership roles supporting deployment of AHLTA v3.3 (a major upgrade of the MHS Electronic Medical Record), upgrades to both the DoD and VHA versions of the Bi-Directional Health Information Exchange (BHIE), integration of the MHS Enterprise Architecture with the Defense Business Enterprise Architecture, and deployment of the Defense Business Enterprise Architecture v2.0 (BEA 2.0) across all domains within the Department.
Bill is a 23 year Army veteran, beginning his career in healthcare as a laboratory scientist, serving in a variety of leadership positions within clinical, research and reference laboratories across the Army Medical Department (AMEDD), later transitioned to roles as a financial manager and controller in various Military Treatment Facilities (MTF) culminating with his role as the Health Sector Lead on the Business Management Modernization Program (BMMP) within the Office of the Secretary of Defense (Comptroller). He brings a wealth of specialized clinical and business knowledge to clients of our Federal Health Sector.
Bill holds a Master of Business Administration (MBA) from Cameron University, a Master of Human Relations (MHR) from the University of Oklahoma, and a post graduate Specialist in Education Degree with Liberty University. He is a Certified Public Accountant (CPA) with license in North Dakota, a Project Management Professional (PMP) through the Project Management Institute (PMI) and a Fellow in the American College of Healthcare Executives (FACHE). He has also completed Program Management Level-III requirements with the Defense Acquisition University (DAU).
